With more than 25 years of experience spanning Medicaid, Medicare, and commercial insurance, he brings deep institutional insight into how cost, compliance, and policy interact across the healthcare economy. He serves as Deputy Director at TD&P Consulting, where he leads analytic strategy and provides expert direction on healthcare payment modeling, benefit design, and compliance-aligned valuation. Mr. Johnson has directed complex engagements involving Medicaid Waiver implementation, value-based purchasing structures, forensic medical reviews, and regulatory risk assessment. His expertise in evaluating medical necessity, benefit integrity, and structural reimbursement pathways makes him a critical resource in high-stakes litigation and policy reform initiatives.
He has worked across federal and state agencies, private payers, and provider systems to translate technical requirements into defensible financial outcomes.
Mr. Johnson integrates predictive modeling, geospatial analysis, and interactive business intelligence platforms such as Tableau, Power BI, and Salesforce to support empirically grounded decisions. His valuation approach emphasizes transparency, accountability, and methodological rigor.
He holds a Bachelor of Science in Biology from Georgia State University and an Associate of Applied Science in Nursing from the University of the District of Columbia. He is CPR and AED certified.
